Mr. Blumenthal has a BA degree from the University of Manitoba (1986), a LLB from the University of Calgary (1990) and a LLM in Administrative Law from Osgoode Hall Law School (2012). Mr. Blumenthal is a Member of the Law Society of Manitoba (1991) and the Law Society of Ontario (1993).

Mr. Blumenthal has extensive experience in dispute resolution within the administrative justice sector in Ontario. Prior to joining the Board, Mr. Blumenthal was the Deputy Legal Director and Senior Tribunal Counsel at the Ministry of the Attorney General providing, legal, adjudicative and operational support to 13 administrative tribunals, including, for example, the Human Rights Tribunal of Ontario. In his role as Deputy Director, Mr. Blumenthal also managed the litigation team that appeared before all Courts in Ontario and the Supreme Court of Canada.

Prior to his role as Tribunal counsel, Mr. Blumenthal was litigation counsel with the Ministry of the Environment, the Ministry of Labour and in private practice.
